The only thing that has worked is turning islands like Hawaii into fortresses where all pregnant are sent at 5 months. The islands are ruled by women. After giving birth women can decide to give up their babies and return to the mainland or stay and raise their children there until puberty. Fathers are allowed a one month visit once a year. |
