Why did Pennywise go on to be such the icon? I get that people are creeped out by clowns, but I always though Randal Flagg was the more iconic character. But you never see the shirts, toys, or memes about him.

Pennywise scares the hell out of you and a lot of people believe clowns to be creepy, from an early age. Clowns are real and Pennywise feeds on that uneasy feeling and fear?

Pennywise is a monster clown, in the same realm with Freddy, Jason, Chucky, and so on, far easier to mass merch that type of character, people think the shirts, figures, posters look spooky and cool. If Alexander Skarsgård or Jamey Sheridan had a wicked monster look, the mass merch possibilities would have been there, but they didn't, and very few are interested of figures, posters, and shirts of just some random looking guy. Despite the popularity of King films, they just don't get the mass marketing love. They are just now trying with the Shining but it isn't going so well. One of the main reasons comic book films are god to Hollywood, its not only big box office money, they're costumed characters, easy cash with mass merch. Looks will always be the deciding factor on who will be iconic and who won't be.

I did forget add one little thing regarding Pennwise and Flagg. Pennywise is losing mainstream appeal fast, which was bound to happen. King really only has one iconic character, Jack. Its been what now 40 plus years since the SHining? Movies, games, comics, sitcoms, they're all still paying homage to the Shining. Pennywise.. just a passing fad due to mass merch for the mainstream. Damn mainstream.. Billie Eilish loves them though, for now. Two years from now, her albums will be at Big Lots...

Having never read the Dark Tower, I had no idea that the Matthew's role in the film was just Randall Flagg with a different name. So in a way there is a Randall Flagg figure, its just not of him from the Stand. Its not the newer high quality that the companies go for these days, so its only 20 dollars instead of 40-100, no cloth clothing, just a mold with an ok paint app... So it won't ever be worth much, but for fans of Flagg, its as good as it gets, as far as I know.
