We were on vacation so I am late to comment.
I really liked @wicked Esther's comment about it being a hodge podge of characters like in Rear Window.
The story was pretty good. I was intrigued by the rain and why it was happening. The cult people were interesting. I really liked that Honeysuckle got revenge on the neighbor who killed her girlfriend's father.
2 of the 4 stories in the book had a lot of hot topics and that tends to take me out of a story. I watch enough news, when I read, I don't want to be hit over the head with stuff, I want to escape it. But, I suppose that is the world we live in now.
Hot topics aside, I think Loaded is the best in this collection. It is put together the best, in my opinion.
