The actor who plays the character that says the line is now mostly known as a voice actor and a screenwriter. I'm lost - from about 1993 or 1994 until 2000 I didn't watch any TV (just read books)
Well - let me clarify - I watched hardly any TV at all so missed out on most of the 1990s TV series

Yes the show is Major Dad. The last hint I will give is the title of the episode is similar to the title of a James Bond movie.
